I understand the first round draw is tomorrow, but it was announced nearly two months ago on the 26th of October that Toronto would not be participating, so it's not new news really:

Whilst it does sound like it's obligatory in the Operational Rules, I imagine as the fixtures are held in a 3-month period between Feb & May, it'd cause more problems than it's worth logistically, and it's been decided that Toronto shouldn't participate.
From the RFL Operational Rules on the League 1 Cup:
"B5:3 All members of the RFL who are League 1 Clubs in a Season shall participate in the competition together with such other clubs or organisations as may be invited to do so by the Board from time to time." |
