Neither is Fielden, Tuson, Cross, Hughes, Crosby, Mellor etc Its not a full squad photo just a photo of players who are in contention for the final 17. I would expect all 21 of those players will be going down to wembley with the club (4 reserves in case of injury) I wouldnt read too much into it.

The players you list are clearly not in contention for the final because they are either injured or have been out on loan. Roberts has had more starts in the first team than all those players and including Hock who is in the 21. Madge has said that he is now fully fit and back in first team contention. So for me it is odd to leave him out of this photo as there is no significance to the number 21. The squad is 19 and so there are two extras anyway.
