You seem to be just focused on the alcohol sales and it appears that there is a common theme between at least Leeds and Manchester where alcohol sales licence restrictions have been placed because of problems. Its quite normal for other licenced outlets to object to new locations opening up and its part of the planning and licencing committees duties to consider these as part of their city centre strategy, their recommendations are taken into account together with the police opinion of crowd control/conduct.
Is your problem based on the fact that they (or is it you, what is your involvement) aren't allowed unrestricted sales of alcohol with no regard to the consequences, or is it something else ?
How about having the German Market with no alcohol sales outlet, just food and gifts, would that be acceptable to you ?
