Six to go almost works, but the same effect could be achieved with a little less chaos by using "free kicks" for offences you don't want to result in kicks at goal.
Six to go speeds the game up, but frankly I'd rather have the opportunity to hoof the ball 40 metres down field, and it's barely a penalty at all for a team penalised on the first tackle.
In short, load of old poppycock.
Some of the counter-proposals on here have potential though.
